The IR emitter and the IR blaster (transmitter) replace the set top box remote. Once your remote is identified, MCE knows what IR codes to send to the set top box to change channels. It isn't blocking it, its placed over the sensor so it can control the box.

Ok my question is as follows if the IR emitter is blocking the sensor on the
digital cale box how does it tell the ditigal cable box to change the channel
if the only connection to the digital cable box is a coaxial cable and the IR
emmiter. Am I missin a link (cable ) to network te two pieces of hardware?

There should be an IR output on the Media Center PC, or on the IR receiver, if its not built-in. You need to plug an IR emitter into this jack, and attach the IR emitter over the IR sensor on the STB.

I've set up windows media center to my digital cable box. I living in
Edmonton Alberta Canada using shaw cable. the computer has an Hauppauge
capture card installed. I can see the channels set on the digital cable box
however when I change channels on the windows media center remote the numbers
change and so do the descriptions but the picture does not. It stasys on the
channel set by the digital cable box. I can change channes on the digital
cable box using the remote for the digital cable and the picture changes but
nothing when the media center remote is used. I have reconfigured the
remotes on the media center. my digital cable box is a Motorola box. It has
a plug in for an IR blaster if needed.

Sorry I should of mentioned that. I have a usb transmitter (came with microsoft remote) with two Ir receivers that I have over the remote sensor for the motorolla digitial cable reciever
