Visit Windows Update again. There should be a DVD decoder (required for Live/Recorded TV and DVD usage) included in the build. Additionally, your video card must meet certain requirements for Media Center in Vista. An unsupported card can cause "decoder" errors, as well as a missing DVD Decoder.
