This type of message indicates that the function you're trying to access has been restricted by the use of the Group Policy Editor (or the equivalent registry setting).

I have a stand-alone computer with Win XP Media Centre, and have a problem--I
cannot access items like "properties" on the start button when it is
right-clicked, as well as other operations in which I am denied permission.
The same message comes up for all instances of my problem: "This operation
has been cancelled due to restrictions in effect on this computer. Please
contact your system administrator." I have placed all the various groups
into my log-in account, incl. administrator, power user, etc etc and I am the
only person using the computer, and have all the permissions offered/needed
by the computer. What do I need to do in order to access what I wish? I
have set up my login account with admin. privileges, and it is not a spyware
issue as I noticed it long before I had internet connectivity.
