1. From your most recent comment about the address bar, it no longer sounds like hardware to me.
2. I don't really use IE. I use Firefox, and plug-ins are easy and obvious there. In IE, the best I can come up with right now is Tools | Options, then the Programs tab, and click the button "Manage Add-ons...". Sorry - I don't even know if that's right for you.

This is a judgment call on my part, and may not be correct.
Another (software related) possibility: do you have any plug-in type additions to Internet Explorer?
