So, it's a new hard drive, plus different Windows CDs. Assuming it's not a
bad CD drive, then my next suggestion would be to try it again with the case
off in case it's a heat issue...

Yes, they were all shut off in the bios, tryed 2 windows cd's (mine and
hers)
with same results. It's always when it's a little over half way done
installing the devices.
I'll try changing the cable out just to eliminate that, but I have a
feeling
it won't help.
She formatted because windows kept rebooting on her, it got to the point
where it was rebooting on the windows screen its self, not even getting to
the desktop. She went and got a new HD thinking that was the problem.
Thanks for responding.

What hardware does she have? I assume you turned off caching and
shadowing
in the BIOS? I'd double-check (and maybe replace) the cables to the hard
drive and to the CD/DVD drive. It's possible this error is because of a
scratched CD/DVD or maybe it has some dust specs.

My sister wiped her hard drive and is trying to re-install windows, it
keeps
coming up with an error message containing:
Driver_Irql_not_less_or_equal
Stop 0x000000d1 (0x000000001, 0x000000002, 0x00000000, 0x00000001)
It suggested to turn off all cache, and shadowing, and check all
hardware.
We did all this. With the cache off, it took forever to get to 38% for
copying windows files, before it froze up.
Any advice would be greatly appreciated.
