It is a tough call though. Its hard to build a PC for the future... b/c the
future only lasts for six months.

Upgrading sooner means: less tested hardware and software, and a
need to upgrade sooner the next time!

Question for everyone (and I appreciate the help so far). I'm thinking
ahead to when Vista is released. Currently my processor is only 2.5 ghz and
will not run with Vista. Also, my motherboard does not have PCI E slots,
which I understand is much faster. Should I upgrade both now (then also
getting a pcie video card) or will it be fine to wait and see how stable
Vista is when its released?

I have NVidia Pure Video, and all drivers SEEM up-to-date. I have been
trying to make sure all devices and drivers are properly configured, but
certainly something is not working correctly. The video card is several
years old, borrowed from my last computer.

Do you have a 'regular' TV? Not HDTV?

I had what seems to be the exact same problem. An OEM PC that would
just flicker black-and-white when started. Fortunately, I have a
tuner card for my laptop so I captured the output from my MCE and
could then see the output fine on the higher resolution, though
smaller, screen.

Though the OS detected the proper drivers for the video card, it
didn't load the 'extras' needed to make it work on a regular TV. I
found the CD in the box and ran a full setup. That added many extra
'tabs' in the display properties section and I was then able to tell
the PC that my 'monitor' was actually a standard analog TV which fixed
the problem.

A standard US TV only has 525 lines, which is less than VGA, so the
800 x 600, or so, signal has to be converted down to be visible.
