You don't need to restrict the entire Internet Options applet, you can just block the Connections tab. While Winguides says these can be applied to HKEY_LOCAL_MACHINE and HKEY_CURRENT_USER, many of this type of restriction is only per user, and must be applied while that user is logged on. Yes, but registry string do I edit? Basically I can add the fake proxy but.
what registry setting can I adjust to make sure they cannot change it back?

Is there a way to disabling Web Browsing in Windows XP SP2?
I have someone who needs to make sure their users do not / cannot surf the
web. I cannot simply add a fake PROXY setting as some users know how to go
around this. Also the system is NOT on a domain so User profiles are also
not an option.
Is there some registry change that can be made to prevent them from surfing
the web?
FOr obvious reasons IE cannot be uninstalled do to what it does to the
stability of the OS.
Short of deleting the shortcuts and renaming the executable I am at a loss
here.
