Presumably you're running IE (Internet Explorer) and no add-ins...
In IE, click Tools | Internet Options, go to the Security tab, click on the Internet globe (it's blue and green and sort of looks like our planet). Click on the Custom Level button. You will get a panel labelled Security Setting. It is a bit daunting...
Scroll through the settings and look for check boxes pertaining to scripting. Try changing these settings - BUT keep a record of your changes. It's very easy to get confused (I know!).
Actually there's an easier way to experiment. I forgot it 'cause I don't use it. Below the above-mentioned huge and daunting list of things to check or uncheck is a drop-down list of security levels (High, Medium, Medium-Low, and Low; mine is Medium). Try a lower one of these without going into the other box and see if it helps.
*Important Note* I am not an expert. If I had your problem, I would have to experiment as above until it started to work (or failed).

I saw that you had trouble opening the file, and misinterpreted that it was downloaded already, and the problem was on your computer. I apologize for that.
IIRC, 'asp' is a kind of scripting language; perhaps when you click on the link you need to say 'run' instead of download. Also check to see if your browser is set to block scripts.
BTW, I have similar problems with certain sites in my usual browser, which is Firefox, and I have to switch to Internet Explorer to download successfully at those sites.
I hope I interpreted this correctly now! However, I *am* a bit out of my depth...

Is this something with my Win XP or the bank's program.

The css (cascading style ***) file is the key used to decode the file's format. It's part of the bank's software, but I have no idea how to reclaim it.
Call the bank or post on their newsgroup :-)
