It doesn't matter.
I prefer my computers in English. Both OS-versions are available in Sweden.

At dell they told me if I choose the enlish one I cant use the media
center at all.

They probably have the systems ready to be sold as such in Sweden and prefer
to sell what they have "in stock", ready to take your order..
(..nobody likes "special orders". Keeping two almost identical systems in
stock, is way too much trouble.)

Again: there is NO difference in functionality.

You just need to specify your location as Sweden in Control Panel -> Regional &
Language Options then this will ensure that you get the correct TV guide for
Sweden.
