Are you using the latest driver for the tuner card?
Latest WHQL'ed drivers are available here

I'm having the exact same issue with a new HTPC machine build. I'm using
the
Hauppauge WinTV-PVR-500-MCE tuner card with the NVidia PureVideo decoder
inside of MCE2005. Everything works correctly - except Live TV. When going
through the MCE Setup, Windows detects the cable signal, the two tuners,
and
downloads the proper guide. However, launching Live TV results in a black
screen (with the correct guide listings available) for about 10 seconds.
Then
it goes to a blue screen and lists the "Loss of Signal. Media Center has
stopped capturing data due to low data rate in the TV signal. This may be
a
temporary situation. If this persists, make sure the cable for the TV
signal
is connected properly, restart
the computer, and then try tuning to a channel." error message displayed.
As far as I can tell, I have all the available software updates for
Windows
XP and MCE2005 as well as the latest drivers for both the Hauppauge tuner
card (version 20.35.23348) and PureVideo (version 1.02-185).
I'm using an unsplit, RG-6 cable run with a 15db amplifier which has been
tested to carry a strong signal. Since this is a new PC (2 weeks old), I
shouldn't have any issues with fragmentation or the like.
Is this a known issue between Hauppauge cards and MCE? Has anyone had
success in resolving it?
