That may be your problem - UpperFilters shouldn't be blank. To fix this,
paste the below into a run window and click okay.
reg add
HKLM\SYSTEM\CURRENTCONTROLSET\CONTROL\CLASS\{4D36E967-E325-11CE-BFC1-08002BE
10318} /v UPPERFILTERS /t REG_MULTI_SZ /d PartMgr /f
A reboot will be needed for this to take effect
Warning: although it's okay in this case, it's generally a bad idea to add
stuff to your registry based upon the recommendation of a random person on
the Internet...

I am still getting the same error.
I was able to "fix" the problem by going back to a system
