Sky satellite boxes in the UK have long had a similar facility to have a
second TV connection down which channel change commands are sent back to the
satellite box (which is in a different room to the second TV).

This page [below] details a product to link the InfraRed output from a
Windows Media Center system via RF to the Sky box.

As this approach is the same as you describe the Dish Network using, there
is a good chance it may also work for you.

PS. If Microsoft got off their lazy ass and added support for PCI satellite
cards (especially DVB-S and/or DVB-S2) then none of this would be necessary.
