Sound card with Dolby Digital?

I'm looking to upgrade my sound card, but I'm a little confuse.

My MCE system it's connected to a Harman Kardon AVR 430, right now I
use a external soundblaster mp3 + via the optical output.

My receiver can do Dolby digital, but the sound card cannot. Do I
really need a sound card with the Dolby Digital Decoder in order to get
Dolby digital? Or will the Receiver decode the signal?
