You can press ALT-Spacebar to open the shortcut menu for the current window,
one of the choices is usually "Move"; click on it or highlight and hit
"Enter", then use your arrows keys to move the window (dialog box), hit
"Enter" or click the mouse to stop the arrow keys from moving it.
