You don't say if you have XP Home or Pro.
For Pro: Use the CTRL-ALT-DEL method and at the logon prompt enter Administrator and any password you may have set on that account. If in doubt, leave it blank.
For XP Home: Boot the computer into Safe Mode. You'll see the Administrator account on the Welcome Screen. For XP Home you can only log into the Administrator account in Safe Mode.
Since the problem persists after you "reinstalled" XP, I don't think you did a full restoration.
