What the heck is DXVA?



I needed to purchase Win XP for my newly built computer, so i just went
ahead and got the Media Center Edition 2005.

I installed it seemingly fine, but when I go to try and view live TV, i
get an error:

"Decoder Error. The video decoder has either malfunctioned or is not
installed."

I looked further into the problem, and it seems that i do not have a
"DXVA capable decoder".

My question is, what is DXVA? Is it a part of my Video Card, my Mother
Board, my TV-Tuner? Which one of these things needs to be upgraded?
