Cannot access BIOS

HP m1160n - Windows XP MCE 2005, AMD Athlon 64 3400, 1GB RAM
Son was playing game when game crashed. We shut down Windows and tried to
reboot, but all we get is the initial blue screen with <ESC=Boot Menu>
<F1=Setup> <F10=System Recovery>. Nothing happens when pressing keyboard.
This computer does not have a floppy drive, so I have a boot CD. System will
not recognize CD. Keyboard and optical mouse are both PS2, but neither will
light up now. Have checked connections, and tried other keyboard and mouse.
Any ideas?
