3rd CD - Important?

Hi,
I am soon about to splash out and buy Media Centre to install on my PC but I
understand that the version that is available to buy contains only 2 CD's,
yet OEM's have a 3rd CD.

What is actually on that CD, is any functionality being lost by not having
it, is it possible to obtain that CD and finally if features from this CD
are missing what is needed to make the bought version of MCE the same as a
OEM built pc.
