Sure there is--just have a driver intercept the remote stream and force focus to the "associated" window prior to delivering the event.
If that "can't be done" in Windows, then it's lamer than I expect.

Hi all, ok, so here's my vote for most annoying issue with MCE...
IMHO, a remote control should function all the time and each time I attempt to access a TV/PVR feature - why is it then that the remote commands only get executed if the MCE window is highlighted and active?
is there a way to set presedence for the remote to always work, regardless of the MCE window being the active one?
