Actually, Microsoft didn't include that file. Microsoft didn't include a DVD
Decoder either...both were added by the OEM, in your case Dell.

As for editing to remove parts, I've heard VideoReDo's beta is pretty good
at that. I've downloaded but not had time to play with it much yet. It can
also find and mark for removal commercials, which is a neat feature.
