1) Recorded TV is saved as dvr-ms files, which are wrappers around the
standard MPEG formats. There are a few programs which can convert these
files to other formats - some are free (DVR2WMV, for instance) while others
will set you back ~$50 or so. Versions of MCE 2005 from some hardware OEMs
contain the Sonic encoder, which allows you to create DVDs of recorded tv
within the MCE interface. These DVDs can play on regular DVD players. Other
OEMs (and Microsoft) do not include this file, and as far as I can tell
Sonic doesn't sell it separately. You can purchase 3rd party programs to do
this.

2) Nope, not recorded as WMV. See #1...

3) Your tuner card will take the feed from your cable box. Your audio card
can send the audio to your stereo. You will need a supported remote control
with your system in order to send commands to your cable box. Typically,
this remote consists of a remote, a USB receiver, and an "IR bug" that
adheres to the IR receiver on your cable box.

4) There is no provision in MCE to record radio. I keep hoping someone will
write an add-in for MCE that can do this but as far as I know no one has
yet.

5) Major issues? Well, one issue is that 2005 is a lot pickier than 2004
about supported tuners and graphics adapters. See the supported hardware
