Win 98 To Win XP Remote Connection

I am trying to connect to a Windows XP Professional computer located in our
office by using a Windows 98 home computer. I can connect via VPN and can
get to the logon screen of the XP machine by using Remote Desktop Connection
however when I enter the user name & password, I get the following message...

"the local policy of this system does not permit you to logon interactively".

I have unchecked the firewall setting on the XP machine and have added the
user account in the remote user's group and have checked the "allow remote
access" option on the machine but I still get that error message.

Any ideas would be greatly appreciated.
