When you say "everything slows down", I assume you mean both the video and
the audio? Is this just when you're clicking outside the window (i.e.,
clicking on the Start menu but not selecting anything) or is this only when
you're starting up a program from the Start menu? Your system certainly
sounds fast enough. Do you have the latest ATI drivers?
You might try bringing up the Task Manager, selecting the Process tab, and
clicking on the CPU column header to sort by that column. Then when you
start something, see what takes up most of your CPU cycles...
