I live in the Chicago area and have the same exact issue with my new
8400. I called Comcast and they said that the tuner input needs to
be for a Harmonic Related Carrier (HRC). I spoke with Dell tech
support. They said that yes, this is the problem, but they as of yet
have not told me how to fix it. On the Dell TV's, there is an option
to change the tuner input to HRC or IRC, but I cannot find anywhere
to change it on the computer.

I, too, have spent many hours on this!! If you get an answer, would
