You don't. THe only time optical media needs to be "formatted" is when
you are using CD-RW media for UDF burning (packet writing), a practice
that I recommend never doing (this is where you can "burn" things simply
by dragging and dropping them on the burner drive in my computer).

I also recommend not using rewriteable optical media for anything that
you want to keep long term.

The two-CD version of MCE has no ability to burn DVDs. There's a 3rd
disc that is sometimes available to some OEM customers that has a
burning package on it by Sonic (it can be bought separately, but it's
$60). Alternatively, the latest versions of the Roxio and Nero products
can reportedly burn video DVDs directly from DVR-MS files.

If you are going to do any DVD burning, I'd recommend that you have
either the Roxio or Nero product (if not both of them).
