Not sure why the catalyst drivers would cause this problem, but you
could just try reinstalling mspaint. You may need to have your your
Windows XP disk handy. Click Start>Control Panel then double click on
Add or Remove Programs. When the Add/Remove dialog pops up, click
Add/Remove Windows Components on the left side. In the list,
double-click Accessories and Utilities then double-click Accessories in
the next list. Scroll down to Paint and remove the check mark next to
it. Click OK then click OK again, then click next and it will remove
Paint. Click Finish. Repeat the process and add the check mark back to
Paint. Click Ok twice then next and it will attempt to reinstall Paint.
  At this point it will prompt you to insert your XP disk. Insert it,
click Ok and it will complete then click Finish. You will then have
reinstalled Paint and hopefully that will solve your problem. If not,
you may need to roll back to a previous version of your catalyst drivers.
