Almost certainly a service or driver that has conflicting components
somewhere. If you don't have a second PC, recovery is going to be a pain.
If you have enough space, you can perform a parallel install of the OS and
use that parallel install to recover your data before doing the complete
scrub.
If you have a second PC, you may be able to physically remove the disk from
this machine, install it in a second machine and copy the data.
Sorry I'm not more help, but I had to answer since I haven't heard the term
IPL in so long. (I once IPLed a 3033n from a card deck though.)
