So you want to create a feed from your MCE PC that you can pipe to your TV
via an antenna feed, rather than s-video or composite baseband links. This
requires "modulation" (i.e. coding the video signal onto a broadcast TV
channel - just like some VCRs and Games Consoles do. In the UK it is RF
channel 36 that is used - but in the US I believe it is a VHF channel like
4?)

Sounds like you could either feed the composite output from your TV Card
(may need to be S-video converted to composite externally with a dongle) to
an external RCA composite input on your VCR (or s-video if the VCR is an
S-VHS model with an S-vhs mini-din input) and use the VCR as a modulator
(select the AV input on the VCR that you have connected your PC to, and
select the VCR as your source on the TV) Alternatively you might be able to
get a cheap composite to RF modulator, but this may not work well with OTA
analogue TV, as many sold in the UK don't have RF pass-through, so you'd
have to disconnect your antenna (or cable TV?) feed and switch it for the
modulated PC feed.

What is clear is that no video card TV-outs support modulated RF outputs on
their own - you will need to use either a VCR or a Modulator to do this
AIUI.
