Interesting question. I'm afraid the answer is probably No, but let's
examine the technology a bit...

Assume a fast CPU, plenty of RAM and fast large hard drives. Assume it has a
display adapter on the motherboard. Add in a decent nVidia with dual monitor
capability. Now, hook the HDTV up with a DVI cable if that works, otherwise
sVideo. Hook the VGA to that tiny touch screen (it does accept VGA, right?).
Hook your regular monitor to the onboard VGA.

If it's nVidia, you can select the little LCD as the primary monitor, then
enable the video overlay features. This should take care of sending the
video signal out to the HDTV. Since your little LCD is the primary monitor,
this is where the Media Center UI will come up. I'm not sure exactly how to
get the onboard VGA running but assume it's possible. I have no idea if
Windows can handle 3 at once.

Drawbacks... well, the only thing you'd ever see on the HDTV is the video
overlay, and the only thing on the little LCD is the Media Center UI.
Otherwise you could use Clone mode and have the UI (and video) both places.
How are you gonna connect that little one's touch screen, AND a mouse? It'd
be nice if the touch screen only knew about the touch screen, but the mouse
will probably see two displays and could use either. Not sure how that'd
work...
