Sure, first on the computer that has the tuner card or input for a video or
audio source, go to the following website and download the Windows Media
Encoder.

Once you have downloaded and installed the encoder application, go to Start
> Progams > Windows Media > Windows Media Encoder

this will start the Windows Media Encoder application. When the encoder
opens you will be prompted with the New Session wizard. Select Broadcast a
live event, you will then be asked to select you Video Device and your audio
device select you tuner card for both video and audio. Select Next.

Broadcast method is the next step in the wizard. Since you only have the
encoder and not a media server you will select the "Pull from the encoder"
option and hit next.

The Broadcast Connection Property box is the next part in the New Session
Wizard, will ask you about ports, give you the URL for Internet connections
and the URL for LAN Connections. Remember the URL for LAN Connections, this
is the address that you will use for the rest of the machines on your LAN to
connect to the encoder to view the stream. Hit Next.

Encoding Options is next, select the Video Bit Rates and Audio Bit Rates
that you wish to use, and then select next.

Archive File option is next, if you wish to have a copy of the stream
archived for future use, check the box, give it a name and place it in a
location that has free space and hit next.

Display information is next, give the stream a title, fill in Author,
copyright information if you wish, a rating, and description of the stream.
Hit next.

Settings Review is next, review the settings that you have configured if you
are happy with them then select finish. if not, click the back button till
you can change what you are not happy with.

When all done, hit the Start Encoding button at the top of the window and
your stream will start.

Then you can go to a workstation on your LAN, open windows media player and
type in the address to your encoder from earlier and the stream should show
up in your clients media player.
