I just got my Dimension 8400 a few weeks ago (loving it!) and tried to
install my Hauppage WinTV (PCI TV Tuner Card) with updated XP drivers and
Media Center (just Media Center) doesn't recognize that there is a TV tuner
installed even though it works in XP.

I tried looking for TV tuner boards (or even USB ones) that are compatible
and all I could find were conflicting reports of ATI All-In-One cards working
with "hacked" drivers. I'm not too interested in that kind of situation, so
after further digging I found some manufacturers that sell OEM tuner boards -
but that was it.

To get to the point - no, you don't need a TV tuner for the Media Center or
the Xbox Media Center Extender - but you can't watch or record TV on the
Media Center or watch TV on the Xbox extender. Everything else works really
great - pictures, video and music as well as the funky "online spotlight"
(i'm a reuters junkie now).

I have a Microsoft MN-720 router and a Microsoft hub/switch that connects my
Xbox to the Media Center PC through ethernet cables. I believe you can
connect your PC directly to your Xbox, but it may require a crossover cable
to work. A crossover cable is available anywhere you get ethernet cables -
just ask the salesperson...but in my opinion you should go with a router - it
simplifies everything.

The Microsoft routers are your best bet, and pretty inexpensive, but harder
to find available. I have had really good luck with D-Link products and you
can get D-Link routers for really cheap and most of them are Xbox compatable
- just look for the Xbox logo on the box.

Hope that helps.
