Option 1: The easiest way is, of course:
S-video and RCA-to-mini-jack cables from Comcast/Motorola DCT2000 STBs to
Emuzed Angel Dual HQ Tuner Card
S-video and SPDIF from GeForce 6800/Audigy 2 ZS to A/V Receiver to TV
DVI-D from GeForce 6800 to UltraSharp LCD monitor

Option 2: Not even sure this can be done, but if not, why not?
This would bypass Dual Tuner altogether keeping DTV signal pure.

Mitsubishi TVs have Firewire connections:

Motorola DCT6200 has Dual 1394 (Firewire) DTV

Firewire from Comcast/Motorola DCT6200 STBs to PC's Firewire card
PC's Firewire to Mitsubishi TV w/CableCard for signal decoding.
(Better yet, 2 Bi-Directional Firewires (one for each tuner) between
Dual-Tuner, CableCard TV, and MCE PC)

Option 3: Should improve DVD quality, but not sure about Live TV quality.
S-video and RCA-to-mini-jack cables from STBs to Emuzed Angel Dual HQ Tuner
Card
DVI-D-to-Component adapter, and SPDIF from GeForce 6800/Audigy 2 ZS to TV
and A/V Receiver
VGA from GeForce 6800 to UltraSharp LCD monitor
