Here it is: MCE will output leading zeros when you specify "I don't use
ENTER or OK to change channels" and will suppress them when you use ENTER or
OK.

BUT...

This only works correctly if you setup your remote correctly. When I setup
my remote codes, I said I had no ENTER or OK button. I never used one or
looked for it. It turns out the SELECT button is the ENTER button. If you
tell MCE you have no ENTER button and then tell it to use the ENTER button
to change channels, it keeps using leading zeros as it has no code for the
ENTER button. So, I just re-ran the remote setup and told it I have an
ENTER button and programmed it with the SELECT. So far, Everything is
perfect.
