Try exiting Norton and closing any other open programs (firewall, etc.) and
set your screensaver to "none." If you have a broadband connection, unplug
its ethernet or USB cable from your PC. If it still hangs after all this,
you might just have to "bite the bullet" and rebuild. If not, start
re-opening the closed programs one at a time and see which is causing a
conflict.

Also -- and if you haven't yet done so -- check the Event Viewer and see if
it logged any errors at the time you launched defrag: Control Panel >
Administrative Tools > Event Viewer

And to reitierate what Doug Knox said, XP/MCE does require defragging from
time to time. Best of luck.
