I don't think any software can do all you want, but I'll take it piece by
    piece...

    > Record and edit TV and VCR signals.

Record, yes. For editing, you can use the DVR2WMV program to convert to WMV,
then you can edit it with Windows MovieMaker. Both programs are free...

    > Be able to convert TV and VCR either to DVD and/or a media file like .avi,
    .mov, etc.

Again, no, sadly. To make DVDs of your movies, you'll need something like
    ArcSoft ShowBiz.

    > Image captures and stills (can't imagine that it can't)

    MovieMaker can do this...

    > Also, does anybody know if it can convert downloaded torrent (might not be
spelling that right) files to another media format?

Capture streaming video? Don't know of a way to do that. Sorry...

    > If WindowsXP Media Center can not do this, is their a thrid party software
that can work with WindowsXP MC to accomplish my goals?

You can download a program similar to Media Center at
    http://mediaportal.sourceforge.net.
