Well based on you're problem I'd say you might have better luck in a
different newsgroup - I don't think this has anything to do with MCE,
but rather XP itself

....anyway here's some ideas....

It sounds to me like your profile is getting corrputed somehow. I've
seen this happen before (as matter of fact it's happened to me more
than once and different machines). I would suggest creating another
user account on the machine with ADMIN rights. I realize you said
you already did this...but I'd try it again. This time when you do
it...don't delete any of the other accounts. MAKE SURE you've set up
this new user as an administrator. Now keep in mind that once you've
done this it's possible that the files that were created by the
original admin user may not work with this new user if the profile is
corrupt.

Now last time I had a problem like this (about 18 months ago) I went
though all these steps and was FINALLY able to get my XP Pro machine
up and going....for a few days - then more problems with the new
profile. Making a looooong story short - what it turned out to be
was actually a bad hard-drive. At one point I had even reinstalled
Windows (a clean install - even did the format/fdisk stuff) - and
then ended up with the same problem again in a few more days.
Problem was that there was a bad-spot on my hard-drive - and even
when I reinstalled windows it would end up with the profiles in the
same sectors of the hard-drive - I assume because XP installs it in
the same place each time....so if the problem persists examine your
HD closely (there are ways to do this - even some 3rd party stuff to
help you out..let me know if you need more info on this).
