Yes, STB is a set-top box. It's not required. A Media Center
PC has a built-in tuner with a coax input (just like a regular
TV), so you can just connect the cable directly.
Of course without an STB, you won't be able to watch/record
premium or digital channels -- the same limitation as a
regular TV.
This is the hardware user guide for my PC. I think it
will give you a pretty good idea as to how you can
set up an MCE PC, even though the document was written
for a specific make/model.
