If it isn't working out of the box, you should contact Dell. It is their
responsiblity to make sure that it works before they ship it to you.
They should provide a restore feature to put the system exactly back to the
way it was coming out of the factory. I'd recommend you give that a try to
prove to them that you are getting damaged goods.
