I was not seeing this error but started getiing the exact problem you describe after a new installation. I gather that it is not hardware related. It must have something to do with the software/updates or the order of installation. I am installing MCE 2002, video, tuner and audio driver, MCE 2004, Critical Windows updates, NvDVD and then running MCE. Have you made any progress on it?

We have seen some pretty consistent "Not Connected to the Internet" messages
on several MCE machines in the last week or so. Only one of them is running
SP-1 RC-1, so we think we have eliminated that as a variable. What we did
find is that something is amiss with MSN Today on-line, at least from the
Philadelphia, PA, area. MSN Today comes up via Online Spotlight, but trying
to add the MSN Today icon and MCL to the machine fails (from their 'Add'
button). MCE displays a dialog that states there was an error in trying to
add MSN Today. There actually is a MCL file and link created to the site,
but the "butterfly" does not show up in More Programs or from the main menu.
We even tried deleting the MCL and reloading the info, but that did not work
either.
Anyhow, it is after we go to the MSN Today site from within MCE that we
consistently get "Not Connected to the Internet" errors. If we close MCE
and open it again, everything else works. If we go to MSN Today through
Online Spotlight, again we can access it, but then we get the "not
connected" error message again after we return to the MCE UI and try to
access anything on the Internet from within MCE. Outside of MCE, everything
appears to function okay. This is from the US and appears to have started
sometime just before this past weekend. We still are trying to track down
more information regarding the cause of these failures and isolate which
pieces actually are affected. This happens consistently on at least three
machines that worked well before about the past week. There have been no
infrastructure changes to their networks, either. We have not had an
opportunity to diagnose the "new" MCL itself to try to understand why it is
different, but that is next on the hit list. We have to compare a
"previously working" MCL to the one that now is broken and see if there is
something that points us to the problem. We don't understand how a MCL
would break MCE's ability to know if it is connected or not, however.
Is anyone else experiencing this particular problem and can confirm that MSN
Today does or does not work correctly now - and that you currently can or
cannot add the MSN Today MCL and icon to a MCE machine from their on-line
page? We are trying to avoid potentially breaking other machines trying it
out until we get a better handle on the issue. Thank you.
