How about this theory:

Larry actually has the good old "buggy software firewall" problem, i.e. a
software firewall product installed which silently denies updated
components Internet access. When he installed .NET 1.1, some components
were updated through which MCE accesses the Internet, and thus the firewall
software broke it. After reverting to the old .NET components, the firewall
again recognized the components and allowed access.

Larry, could this be possible?
