converting PAL signal to NTSC

I live in india ( which has a PAL system ) . and intend on
buying a MCE PC in tne US

my question is that is there a way to convet PAL signal to
NTSC format . and are there any commercially available
converters .

or is there a video card that works for PAL available in
the US .
