I have used Norton Systemworks which has included Norton Antivirus since
Win-XP was installed in 2001 on both computers. Every 2 years, I uninstall
the program and components from Add/Remove Programs, except for live
update,
then install the new version. Have not used the Norton removal tool.
Neither
computers have had a trial version of NSW or NAV preinstalled, or
installed.
The current version: SystemWorks 2008 Version: 11.0.2 Build: 1; NAV 2008
Ver
15.0.0.58. The versions on both computers have been 2008, 2005, 2003,
2001.
I remember there was an issue with ?2003 when uninstalling it caused the
default sounds in AppEvents to be deleted, requiring them to be added back
in
the registry.

What is the name and version of the Norton applications currently

How long has a Norton application (any name & version) been installed on
the
computer?
May we assume that you've upgraded one or more Norton applications
several
times (e.g., from NSW 2004 to NIS 2007; from NSW 2005 to NSW 2006 to N360
2008)?
Was a Norton free-trial preinstalled on the computer when you bought it?
Have you ever run the Norton Removal Tool on this computer?
Repeat all of the above questions for the other WinXP computer.

Don't check the Security tab that often, but it is relatively recent,
within
the last 4 weeks. This is my own desktop, one user, one identity, one
WAB
address book, one User Account on Win-XP.
It is ongoing, present every time I review the "Security" tab.
It has Norton antivirus, and Windows Defender running.
I also have a completely separate Win-XP Dell computer with all updates
applied, and see exactly the same behavior in outlook express, can't
turn
off or on "block images or other content in HTML" on the Security tab.
Could there be a bug in one of the recent updates, or a registry entry
that
needs updating?
Both desktop computers run Win-XP Home, so there are no group policy
settings or adm settings that are accessible.
Does the computer in question belong to you or your employer?
Is this a sudden, new problem or an ongoing one?

The check box does not allow setting this feature, and the apply
button
remains grayed out.
Consequently, I can not render certain legit web site icons and can
not
go
to their URL link associated with this image.
Am using Win XP with IE 8 with all the latest updates, Outlook
Express
6.00.2900.5512, norton antivirus & systemworks. Everything else works
perfectly.
Anyone had the same problem or know how to correct this bug, or where
the
enty is stored in the registry that might need an entry replacement
or
value
change?
