Are you running WinXP SP2 or WinXP SP3? Why was it necessary to reinstall
WinXP?
Have you checked-in at Windows Update since the reinstall and since
installing the Service Pack(s) to make sure the machine's fully patched and
that any updates offered install successfully (according to Update History
section on the page)?

What is a "txt address book"? Are you referring to a CSV file? How are you
attempting to import the file?
Another curious thing is that although the address book is there in
Outlook Express, when I try to search for the owner.wab file, nothing
comes up.
Address Book Help | About will reveal its name and location.
In WindowsXP, the OE user files (DBX and WAB) are marked as hidden by
default. To view these files in Windows Explorer, you must enable Show
Hidden Files and Folders via Start > Control Panel > Folder Options > View
(cf.http://www.bleepingcomputer.com/tutorials/tutorial62.html).

Thank you. Now I feel really stupid because I discovered that the .txt
address file (yes, that's the same as .csv) I was trying to import was
actually empty. I guess when I was rescuing files from my computer
before I reformatted the hard drive, I didn't realize that some of
those files didn't save to disk properly. Problem solved. The whole
thing started about a week ago when we somehow picked up a virus and
it pretty much wrecked things. But I've got most everything ironed out
now. SP1 and SP2 and all the updates are now installed. And thank you
for the tip about why I couldn't see the owner.wab file. Good to know.

One last thing, PA Bear. I did exactly what the web page said to in
order to make the .wab file visible when I search for it, but it still
couldn't find it. I can find it by going into the hard drive files in
My Computer--it's definitely there and shows right up. But I can't
access it through the search function. Oh well. The only reason I ask
is because I use such large address book files to promote the books I
have published, they sometimes seem to corrupt the owner.wab file, and
I have learned to just delete it and a fresh new one is created. But
no problem. I can find it and delete it when I need to. Thanks again.
