Yes. This very serious bug (which is frequently discussed in Windows Mail newsgroup) was reported and confirmed during Vista Beta testing. The bug was marked "Closed - Will Not Fix" when all further Windows Mail (and OE) development was stopped in June 2006...yes, ~6 months before Vista RTM was released. The team responsible for Windows Mail (and OE) went on to further develope Windows Live Mail (currently in Beta3).
It has been announced that Windows 7 will not have any default Mail Client: http://news.cnet.com/8301-13860_3-10048142-56.html
How much do you wanna bet that all OEM machines come with the Windows Live "all-in-one" installer preinstalled & with a desktop shortcut to it? <eg>
