Not even close to the other thread with Preview Pane issues. Thank you for starting your own.
There are known issues with the latest versions of TrendMicro. Turn off e-mail scanning first and see if that helps. (You may need to remove your AV and reinstall in custom mode, unchecking e-mail scanning when you see that option.
The next step would be removing TrendMicro entirely.
If still no joy, remove SP3. Does the problem still persist? If it does, it wasn't SP3, but a coincidence. If the problem is resolved, you may have had a bad install of SP3.
If SP3 was downloaded with an anti-virus, or anti-spyware, program running, you may have a bad installation.

* If the configuration of your antivirus software prevents certain system files from being changed, SP3 installation might fail. Try temporarily disabling your antivirus software. You can usually do this by right-clicking your antivirus program icon (which typically appears in the bottom right-hand corner of the computer screen) and clicking Disable.
* If you disable your antivirus software before you install the service pack, be sure that you are aware of the risks involved, and be sure to enable it after the service pack is installed.
Remove SP3 via Add/Remove Programs, reboot and download and install it again. Before you do, turn off your anti-virus and any anti-spyware programs such as Windows Defender. If you use a third party firewall, disable it and turn on the Windows Firewall in the Control Panel for the installation. Once SP3 is in and working, you can enable the third party firewall and turn of the Windows Firewall. Do not keep both running.

I have been running XP Home Edition with Outlook Express 6 for some time with
no problems. I have set up one identity and two accounts, one for Juno and
one for Knology. I run the Trend anti-virus and have had no interference.
Several days ago I installed SP3 and have not been able to connect with
Outlook Express since. The errors I get are:
"A time-out occurred while communicating with the server. Account:
'pop3.knology.net', Server: 'pop3.knology.net', Protocol: POP3, Port: 110,
Secure(SSL): No, Error Number: 0x800CCC19"
and
"A TCP/IP error occurred while trying to connect to the server. Account:
'pop3.knology.net', Server: 'pop3.knology.net', Protocol: POP3, Port: 110,
Secure(SSL): No, Error Number: 0x800CCC15"
And I also get the same error messages for the Juno account/server.
I tried deleting both accounts and re-establishing them - no joy. I also
established another identity and got the same result. Help!
.
