Unusual, but I saw similar before SBC bought AT&T.
SBC allowed a simultaneous dial and DSL connection; useful for families
with
offspring away at school, and other situations. However, the dial access
number list for my area would connect either to an old Prodigy dial-up POP
(SBC bought Prodigy), which worked for send email, or a Level 3 dial-up
POP
(which did not work, because the mail server would not recognize the Level
3
IP addresses as "authorized" for access).
Just months before SBC completed the purchase of AT&T, they figured out
which ranges of Level 3 IP addresses customer using dial access were
getting, and added them to the mail server ACL. At last, we could send
email, even if we were on a Level 3 dial-up access number.
P.S. AT&T brought their own dial-up access POPs to the party. SBC renamed
the company as, "AT&T", and moved all of the Level 3 dial-up access POPs
(in
the Level 3 4.0.0.0/8 netblock) to the AT&T Worldnet Service dial-up
access
POPs (in the AT&T 12.0.0.0/8 netblock). They had to change there ACLs one
more time.
