Not your normal "can't send mail" help request




Hi Guys---This one has beaten me.
A friend gave me her PC to "sort out" . She never had an ISP so I
registered for one---no problem here using dial up account via modem. After
setting up OE mail accounts I did a test send/receive. The receive was ok but
it would not send mail giving me the usual port 25 smtp message "SMTP, Port:
25, Secure(SSL): No, Socket Error: 10051, Error Number: 0x800CCC0E." I know
this ISP well and it DOES NOT block port 25. I used the ISP's correct smtp
server settings. I can ping the server. I even set up this account on my own
two PCs' and sent mail ok. I set up some other mail accounts that I have and
all of these recieved but would not send when connected to the correct ISP's
Having Googled for an hour or so I decided to try a different approach. By
the way I removed all AV and AS and stopped the firewall (Windows XP Pro
used). I removed the hard drive and put in a blank formatted one then
installed XP Pro on it. Once up and running I opened up OE and set up the
connections and mail accounts and tried again to send mail. SAME problem can
receive but not send through any ISP connections. So, the only common thing
is the hardware such as MOBO etc. I installed a port reader and watched the
events when trying to send the e mail and the port 25 was opened and smtp
server contacted. NETSTAT also verified that port 25 had "sync sent".
Any one out there with any ideas where to look or what could possibly be
wrong before I install a new MOBO. I have unstalled many many systems but
this one has me stumped.
