You are correct . The messages come up different , depends on where I try
using Outlook Express
I called my email provider & they say it is a msft problem

Express. The server name would not be simply POP3. You need to contact
your mail service for correct settings.
Your previous error message was for sending and said that you couldn't
connect to the SMTP mail server for sending. Because you didn't have
the complete message, we can't tell what server you were attempting to
send via. Once possible cause is trying to use the wrong SMTP mail
server. Generally you are limited to the SMTP mail server of the ISP
that you are currently using to connect to the Internet.
