It looks fine here in both Outlook Express and Windows Live Mail. But I
think I see what the problem is.
You have specified the image in the background tag. By default,
background images tile. You have specified in the style *** that the
background should not repeat. BUT, not all mail clients support style
sheets.
What you should do is take the image out of the background. The intent
of a background is that the text goes over the background. Instead use
a normal IMG tag.

Does the message look OK in your Sent Items folder?
If so, then the issue may be their mail program has a problem with
the OE generated HTML. If you look at the reply message's Message
Source (Ctrl-F3) the X-mailer header or User-Agent will tell you what
program they are using.
If you like, you may send a sample message to me and look to see if
there is anything wrong with it.

I've created stationery (1 kb in size) that consists of one logo in
the upper left corner. Occasionally, someone has trouble reading my
message because the logo is tiled all over the page. I can see this
when they reply to my message, and it comes back tiled to me. Is
there anything I can do to avoid this? Is it something on the
recipients' computers that they can change? Thanks for any help.
