Not enabled, and it was disabled before SP3 install
OK, that explains why your replies aren't quoting the way we'd expect (i.e., as I've edited above). [Enabling that option while we're working in this thread would help to avoid confusion.]
Tried uninstalling AVG and reinstalling without email scanning - no joy
Tried disabling ZA Pro - no joy
Try Steve's last recommendation.
If no joy, I'd next try uninstalling ZA Pro, enabling the Windows Firewall, creating a(nother) new identity and see if the behavior persists in it.
If still no joy, I'd leave ZA Pro uninstalled, uninstalling SP3 via Add/Remove Programs (with AVG disabled), and then reinstalling SP3 *via Windows Update* and the *Express* option (with AVG disabled) to see if the original install of SP3 was compromised.

Otherwise, I'd open a free support incident. IMHO you should NOT be seeing this OE behavior (though I'll fully admit that others have reported it, too, despite the fact that it wasn't seen in any of the beta builds of SP3 AFAIK).
Free unlimited installation and compatibility support is available for Windows XP, but only for Service Pack 3 (SP3), until 14 Apr-09. Chat and e-mail support is available only in the United States and Canada.

Also, is AVG 8.0 Email Scanner installed and enabled? - Yes - scanning
incoming mail only. I am going to try uninstalling and reinstalling without
it. I also have a support request open with MS but haven't heard back yet.
Suspect they might be busy. :)
